Delaware Workers Compensation Hearing Results

This morning the Insurance Department held the public comment hearing regarding the proposed increase of 43% to workers compensation rates in Delaware.

Nearly 30 speakers spoke at the hearing, and they were all opposed to the rate increase.  Some were opposed to the size increase and some did not a need for any increase.

Many speakers voiced opinion that the workers compensation system needs reform (as do we as part of our earlier reported coalition position). One speaker, owner of a food store, reported that nearly all of his employees in his store (all of them except his bookkeeper) are within the same workers compensation classification. He further noted that therefore the cashiers, the part-time baggers, the people sweeping the aisles and so forth are all lumped into the same classification as the butchers!

Members of the Health Care Advisory Panel testified that the Delaware Compensation Rating Bureau had been charged in 2007 with the responsiblity to watch and report potential health insurance cost increases.  However they did not do so, and thus this huge rate increase, attributed to cost increases, came as a big surprise to all this past summer.

Stay tuned.  At the conclusion of the hearing the Insurance Commissioner requested that the hearing be closed so that they could study all of the speakers and submitted written testimony, and also review same with the Delaware Compensation Rating Bureau, in order to determine the final rate at some point in the future.

Workers Compensation Hearing this Thursday!

The Workers Compensation Hearing is this Thursday, December 20, at 10am at the Delaware State office building, 8th and French Streets.

HBADE is part of a coalition that has been active monitoring this hearing and we will be there along with our Coalition.  But we think an important part is that the Workers’ Compensation system needs reform.

If you can attend the hearing, please do.  Or is it ok for your workers comp rates to rise?

Becker Morgan Group Receives AIA Delaware Design Award

The Delaware Chapter of the American Institute of Architects (AIA) recently presented Becker Morgan Group with a 2012 Citation Award for the Milford Central Academy in Milford, Delaware. This award recognizes significant achievements by AIA members in the planning, design, and execution of architectural projects. The awards were presented at the 2012 AIA DEsign Ball on November 5th at The Queen Theater in Wilmington, DE.

MilfordCentralAcademy

Milford Central Academy is a 126,000 GSF facility designed to serve 1,000 students in grades 8 and 9, while sharing athletic and music facilities with the adjacent Milford High School. The addition of the new facility required complete redesign of site circulation, allowing for separation of buses and vehicular traffic and the construction of new athletic fields. Milford Central Academy utilizes numerous energy conservation techniques. Proper building orientation provides the facility extensive natural light throughout, including substantial natural light in all classrooms. The building features a 300 well geothermal HVAC system and includes the installation of a 150KW, 743-panel solar voltaic array, one of the first on a public school in the state. The system is utilized as a teaching tool and communicates to students, staff, and visitors its energy production through digital readout in the Lobby. According to Principal Architect Brad A. Hastings, AIA, LEED AP BD+C, “the goal was to implement meaningful sustainable strategies so the District could realize ongoing and long-term cost savings, while meeting programmatic and budgetary requirements.”
