NAHB News: Health Care Law Hurting Small Businesses, NAHB Tells Congress

Even though small businesses that employ less than 50 workers are not mandated to provide health insurance under the Affordable Care Act, they are still facing added burden during implementation of the law.

This was the message that NAHB sent to lawmakers in written testimony presented to the House Small Business Committee during a Dec. 11 hearing examining the Administration’s implementation of the Small Business Health Options program known as the “SHOP exchange.”

The testimony cited several examples under the new law where builders were facing major increases in premiums and out-of-pocket expenses or forced to seek other forms of health coverage.

“Under the market reforms of the Affordable Care Act, individual policies face elimination,” the NAHB statement said. “Association health plans and other small group coverage may become a thing of the past, as employers are unlikely to continue offering coverage due to drastically rising premiums. It is apparent that the market reforms are intentionally steering employers who want to try and offer coverage toward the SHOP exchanges. Adding insult to injury, the Administration has continually delayed the implementation of the federal SHOP exchanges, making the transition to the market reforms all the more burdensome for the nation’s smallest job creators.”

Noting that the housing industry is still in the early stages of recovery and that implementing the Affordable Care Act is impeding meaningful growth, NAHB called on the Administration to “aggressively engage and assist our struggling small businesses to find workable solutions.”

NAHB News: Silica Rule Has Potential $2 Billion Impact: Member Feedback Requested

 

On Sept.12, 2013 the Occupational Safety and Health Administration (OSHA) proposed a rulemaking to limit and control silica exposures in general industry, maritime and construction. This potentially very costly rule sets a new “permissible exposure limit” and requires specific work practices like wet cutting bricks and concrete, as well as conducting special training, extensive medical surveillance and recordkeeping.

OSHA estimates that 477,500 establishments and 1.85 million construction workers may be affected by the proposed rule, which OSHA anticipates to prevent nearly 700 fatalities and over 1,600 silicosis cases each year.

NAHB’s Construction Safety & Health Committee is taking a very close look at this proposal and needs your help before the Jan. 27, 2014 deadline for public comments. A survey featuring questions posed directly by OSHA on this issue is now available at nahb.org/silicasurvey.

Please take a few minutes to respond to the survey. NAHB is working with a coalition of construction trade associations on this issue, and your input will help the association’s efforts to ensure that the final silica rule is cost-effective, reasonable and workable on all construction sites while at the same time ensuring the highest level of worker safety.

Debra Young Appointed to NAHB 50+ Housing Council Board of Trustees

We are pleased to report that our 2014 Associate Vice President, Debra Young, of EmpowerAbility LLC, has been appointed to the 50+ Housing Council Board of Trustees for the National Association of Home Builders.

The NAHB 50+ Housing Council is the voice of the 50+ seniors housing industry and a leading source of information and research on the active adult, independent living, service-enriched, and assisted-living markets. With an ever increasing demographic shift of aging baby boomers into this market, it becomes more and more important to properly service this segment of our society.

We welcome Debra’s enthusiastic participation on the Board of Trustees.  As a CAPS designee and NAHB approved instructor for the CAPS designation and Universal Design/Build courses, we look forward to her to bring back great ideas as we explore establishing our own 50+ Council here at HBADE.

WILMINGTON – The Home Builders Association of Delaware named Fred Fortunato, of Benchmark Builders, their recipient of the Leon N. Weiner Builder of the Year during their Leadership & Legacy Ball, on December 7th.  The event was also an occasion for other prestigious awards as well as installation of their 2014 Board of Directors.

Kevin Whittaker, above, of Whittaker Builders was sworn in as President of HBADE for 2014 Board of Directors along with incoming 2014 board members. The installation ceremony was performed by Kevin Kelly, Chairman Elect of the National Association of Home Builders and a Principal of Leon N. Weiner and Associates.  Whittaker’s 2014 goals for the coming year are to protect and promote industry objectives through public private partnerships supporting growth and job creation in the housing industry.

Fred Fortunato, pictured above, the Associations immediate past president, was awarded HBADE’s most prestigious award – the Leon N. Weiner Builder of the Year. Presenter and last year’s recipient, Scott Bradley of Bestfield Homes, cited Fortunato’s unfailing commitment, demonstrated leadership qualities in promoting the industry, and participation in political events. Fortunato has served the Association this year on numerous committees involving the Delaware Home Show, Energy Code Committee and our Nuts-and Bolts meetings with both New Castle County and Kent County.

J. Michael Riemann (shown above) of Becker Morgan Group was named the Butch Alfieri Associate of the Year.   This is the top award available to Associate members of HBADE  and is in recognition of his extensive support to the Association and in particular to his service and dedication to the Board.  Riemann has been particularly helpful with state and Kent County building regulations, attends many Association events, and volunteers his time at the Delaware Home Show.

The evening also featured a tribute to member Kevin Kelly (shown above).  In addition to serving HBADE including but not limited to as a Past President, Life Director, recipient of the President’s Distinguished Service Award and numerous committees, Kelly will be inducted in February 2014 as Chairman of the National Association of Home Builders.  The National Association of Home Builders includes over 145,000 members nationally and is in the forefront of promoting the housing and shelter industry nationally.

Fortunato also had the honor to present Mark Grahne of Atlantic Homes as the newest HBADE Life Director.  This recognition requires longevity, serving the board for over 10 years and having been active in Association events and activities.

The evening was capped by a generous outpouring from attendees to our Toys for Tots campaign.  At this holiday time of the year, our members outdid themselves and our coffer of toys at the event was overflowing.  Thanks to all for your generosity!

Presenter and last year’s recipient, Scott Bradley of Bestfield Homes, cited Fortunato’s unfailing commitment, demonstrated leadership qualities in promoting the industry, and participation in political events. Fortunato has served the Association this year on numerous committees involving the Delaware Home Show, Energy Code Committee and our Nuts-and Bolts meetings with both New Castle County and Kent County.

The Leon N. Weiner Builder of the Year is awarded annually to the builder member who has best served the interests of his fellow members, the association and the community. The award is named in memory of Leon Weiner, longtime advocate and champion of fair housing both nationally and in Delaware. Leon served HBADE as President in 1957, was NAHB Chairman in 1967 and continued to serve for many years thereafter. By awarding the Builder of the year, HBADE hopes to inspire local builders to seek leadership roles in organized home building and to continue to work for the good of the state and national organizations.
